How do you put themes and ringtones on cell phone?

I downloaded a theme and its saved to my computer now how do i get it on my cell
and is putting ringtones on your cell the same way as themes?

and what are some good sites (that are easy as well) for
downloading themes and tones

    For ringtones you make it all depends on what phone company you can download the same thing you can download the same thing you make them for ringtones you use.
